A well-kept HMO can still have things you’ve missed

You look after your property, respond to repairs and want to do right by your tenants. But when you look beyond the condition of the rooms, how clear are you about the paperwork, checks and ongoing management arrangements behind them?

Built on practical HMO experience

It brings the experience we use in our own HMO management work to landlords who want a specialist second look. You can continue managing your property yourself or working with your existing agent.

Perhaps your HMO is running smoothly, but you’re unsure whether all the necessary checks are being recorded. Perhaps you have a licence and a folder of certificates, but want help understanding what still needs following up. Or you use a letting agent and would value an additional review of the HMO-specific arrangements.

A property can be cared for exceptionally well while an inspection record is missing, a servicing date has passed or an action from a previous assessment remains unresolved. These are the kinds of gaps our review is designed to help you identify.

The review

What we look at

The review brings together three connected parts of HMO management. Looking at them together helps us understand both the arrangements in place and the evidence available to support them.

01

Your property

During an on-site visit, we look at the HMO from a practical property-management and compliance perspective. This includes:

  • The general set-up and condition of the property, communal areas and escape routes.
  • Visible fire-safety arrangements, including fire doors and self-closing devices, and readily visible fire-stopping concerns.
  • Fire detection and alarm arrangements, and emergency lighting where applicable.
  • Safety information and notices displayed in the property.
  • Other potential compliance or management issues visible during the visit.

If something needs assessment by a specialist, such as a Fire Risk Assessor, electrician, fire-alarm engineer or fire-door specialist, we identify that in our recommendations. This review does not replace those specialist assessments.

02

Your compliance documents

We review the relevant documents you provide, looking for potential gaps, dates that need attention and whether the paperwork reflects how the property is currently being operated.

The desktop review can cover:

  • Your HMO licence and its conditions.
  • The Fire Risk Assessment and available evidence of follow-up actions.
  • Fire alarm testing logs, inspection and servicing documentation.
  • Fire-door inspection records and fire-door gap monitoring reports supplied by you.
  • Emergency-lighting testing and servicing records, where applicable.
  • Gas and electrical safety documentation, and other relevant property safety certificates.
  • Recent inventory or property inspection reports and evidence of required remedial work.
03

Your management arrangements

Managing an HMO also means keeping track of what happens between inspections. Depending on the agreed scope, we can review:

  • Routine property inspection records.
  • Maintenance reports, completion records and evidence that defects have been addressed.
  • Tenancy documentation, tenant compliance checks and relevant information provided to tenants at the start of and during their tenancy.
  • Management procedures and record keeping.
  • Evidence relating to ongoing HMO licence conditions.

Together, these help answer an important question: can you demonstrate how your HMO is being managed, as well as describe what you do?

Your next steps, made clear

A report that helps you decide what to do next

After the property visit and desktop review, you receive a detailed written HMO Compliance Review report with a practical action plan.

It identifies what appears to be in place, potential gaps, matters requiring attention and areas where further investigation or specialist advice may be needed. Findings can be grouped so you can distinguish the next steps:

Understanding your findings

FindingWhat it means
UrgentA matter requiring prompt attention.
High priorityAn important compliance or management matter that should be addressed.
Action requiredSomething requiring correction, additional documentation, investigation or specialist input.
Recommended / good practiceAn improvement that could strengthen ongoing management.
In placeAppropriate arrangements or documentation were available during the review.

The aim is to give you a usable starting point: what needs attention, what needs further assessment and where you have supporting records already. An “in place” finding relates to what was available during the review; it is not a guarantee of overall compliance.

Ilva, Prime Property Care
Experience behind the review

Built on the practical experience of managing HMOs

Prime Property Care has been managing HMO properties since 2014. This service has grown out of the work we already do: managing shared properties, working with tenants and contractors, arranging inspections and maintenance, reviewing documents and following up outstanding actions.

Ilva has developed her knowledge through that day-to-day work and further training. The review makes that practical experience available as a standalone service to landlords who would benefit from specialist HMO guidance.

We understand that you may be comfortable managing your own property and simply want another experienced person to look at the details. That is what this service is here to provide.

After your review

You choose how much help you need afterwards

You can take the report and arrange the next steps yourself. If you would like support, Prime Property Care can also help coordinate appropriate contractors, specialist assessments, certification or remedial works identified through the review.

Additional services and works are quoted separately and arranged only with your approval. There is no requirement to transfer the ongoing management of your property to us.

Good questions

A few questions you may have

My HMO has a licence and the council has inspected it. Is a review still useful?

A licence and a previous council inspection are important, but they do not provide a permanent picture of the property’s condition or ongoing management. Records need to be maintained, checks followed up and changes within the property considered.

A review can help you understand what is in place now and what may need attention. It does not provide local-authority approval or replace an inspection required by the council.

Does the review include a Fire Risk Assessment?

No. We can review the Fire Risk Assessment you provide and available evidence of actions taken, alongside visible fire-safety arrangements and relevant records. The service itself is not a Fire Risk Assessment or specialist fire-safety survey.

The requirements relevant to an HMO depend on the property, its layout and occupancy, licence conditions, fire precautions and appropriate risk assessments. Where specialist assessment is needed, we identify it in our recommendations.

Can you review a property that already has a managing agent?

Yes. The review can give you an additional view of the HMO-specific arrangements while your existing agent continues managing the property. You do not need to change agents to use the service.

What if I’m setting up a new HMO?

We also offer an HMO Property Set-Up consultation for landlords preparing, renovating or setting up a property before occupation.

This can consider the proposed set-up and communal areas, practical management issues, compliance documentation, inspection and testing arrangements, record-keeping systems and tenant-ready preparation. It is an opportunity to identify matters needing attention before tenants move in.

Tell us about your plans so we can discuss the appropriate scope and fee for this separate consultation.

About the scope of this review

Prime Property Care’s HMO Compliance Review is an advisory property-management and compliance review. It does not constitute a Fire Risk Assessment, specialist fire-door survey, fire-stopping or compartmentation survey, electrical inspection, legal opinion or local-authority approval.

Where specialist assessment or professional advice is considered necessary, this will be identified within our recommendations. Responsibility for complying with applicable legislation, licence conditions and other legal obligations remains with the property owner, licence holder and/or responsible person, as applicable.
